The Hong Kong Observatory (HKO) is aiming to establish a new radar system to improve the monitoring and forecasting of severe weather conditions throughout the city. This new “phased array weather radar system” is designed to offer detailed and rapidly updating weather images, enabling the detection of quickly changing weather patterns.
In order to acquire three sets of these advanced radars, the Environment and Ecology Bureau is seeking funding approval from the Legislative Council (Legco) amounting to HK$55 million. The implementation of this radar system is expected to significantly enhance the ability to predict and respond to severe weather events in Hong Kong.
During a Legco panel meeting held recently, Environment Secretary Tse Chin-wan highlighted the potential benefits of the radar system, particularly for the development of a low-altitude economy. He emphasized that accurate weather forecasting is crucial for low-altitude activities such as flying, as the radar system can detect weather changes up to a few hundred meters above the ground. This capability is essential for ensuring the safety of low-altitude vehicles and equipment operating in the city.
By strategically locating the new radar systems in Cheung Chau, Lau Fau Shan, and Tung Lung Chau, in addition to the existing radar in Sha Lo Wan, the entire territory of Hong Kong will be effectively covered. This comprehensive radar coverage will enable the HKO to monitor and predict weather conditions with greater precision and timeliness.
In response to inquiries about monitoring “ionospheric scintillation” that can impact drones, HKO’s assistant director Chan Sai-tick explained that the observatory is leveraging space weather data from various sources, including the mainland and other countries. By utilizing this data, the HKO is exploring methods to track changes in the ionosphere that could affect drone operations in Hong Kong.
Furthermore, Chan highlighted that the new radar systems offer superior resolution and faster updates, enabling more accurate predictions of severe weather phenomena such as hailstorms and tornadoes. This enhanced forecasting capability will be instrumental in issuing timely warnings and ensuring the safety and well-being of the residents of Hong Kong.
