Social service organizations in Hong Kong are currently facing significant challenges in terms of staffing shortages and declining donations, according to a recent survey conducted by the Hong Kong Council of Social Service (HKCSS).

The survey, which was sent out to 521 member organizations between October 4 and 15, received 141 responses. The results revealed that the main challenges faced by these organizations were the shortage of registered social workers and insufficient frontline service support. In fact, 121 groups reported human resources challenges, while 110 encountered difficulties related to financial resources.

Chua Hoi-wai, the chief executive of HKCSS, highlighted that the emigration wave since 2020 has had a significant impact on the social service sector. Many experienced social workers and industry workers have left the city, resulting in a shortage of mid-senior staff in many organizations. Additionally, the city’s aging population has led to a wave of retirements among industry veterans, further exacerbating the staffing shortages.

In terms of donations, the survey found that 34% of respondents reported a decline in funds received between April 2023 and March of this year. More than 40% of organizations anticipated a further drop in donations in the current financial year ending next March. The economic downturn experienced after Covid-related restrictions were lifted was cited as the top challenge faced by social service groups, with some organizations lacking resources for fundraising.

Chua emphasized the importance of building closer relationships with fund providers, suggesting that organizations engage in regular volunteer work or collaborate on special projects to maintain support during challenging times. He also mentioned that the Social Welfare Department provides regular government subsidies to 177 social services groups, with 34 being HKCSS members, and the Community Chest of Hong Kong supports 167 social service organizations.

Looking ahead, it is crucial for social service organizations in Hong Kong to adapt to the changing landscape and find innovative ways to address staffing shortages and declining donations. By fostering closer relationships with fund providers and exploring new fundraising strategies, these organizations can continue to provide essential services to the community despite the challenges they face.
