RainLily, a rape crisis centre, has highlighted a concerning increase in reports of sexual offences in recent years. The centre is calling for reforms in laws related to sexual offences and an improvement in sex education in the city.

According to RainLily, the number of reported cases has nearly doubled from just over 1,000 in 2009–2013 to almost 2,000 in 2019–2023. This significant rise in reported cases is alarming and indicates a pressing need for action to address the issue.

One of the key issues highlighted by RainLily is the significant delay in seeking help, with individuals waiting an average of around four years before reaching out to the centre for assistance. Doris Chong, the executive director of RainLily, emphasized the challenges faced by individuals in seeking help, citing reasons such as not knowing where to seek help, how to seek help, and the fear of stigma associated with speaking out about incidents of sexual offences.

Moreover, RainLily pointed out that many cases never make it to court due to complainants not feeling adequately protected. Albert Yau, a senior research officer with RainLily, stressed the importance of creating a more supportive environment to encourage victims to come forward and seek help promptly. Yau highlighted the stigma attached to incidents of sexual offences and emphasized the need for a friendly and supportive environment to assure victims that they will be supported.

In response to these challenges, RainLily is urging the government to redefine and clarify the concept of “consent” in the law. Additionally, the centre is calling for an expansion of the scope of rape offences to provide better protection for victims of sexual offences. By strengthening the legal framework and providing better support services, RainLily aims to create a more conducive environment for victims to seek help and justice.
